Good day fellow Teachers. We’ve been together for three years now. We had a lot of struggles in our beloved profession but we made it to this new school year together – supporting and sharing our knowledge for the welfare of each other. We were always there for each other as we dreamed of a smooth and productive school year. Together we withstood the challenges. Sen. Recto Filed a Bill for 300% Increase in Teachers’ Chalk Allowance to P10,000 a Year

At present, teachers’ ‘Chalk Allowance’ or “Teaching Supplies Allowance” is P3,500 a year. According to Senate President Pro Tempore Ralph Recto, this present rate won’t buy teachers a shopping cart of classroom supplies that will last for a year. This translates into a measly P16 a day. This is not enough in this age of internet when USBs, in addition to the traditional paper and writing materials, are now part of the teacher’s tool box.”

“Chalk allowance’ is to teachers as what bullets are to soldiers. And those waging the war against illiteracy need more of this ammo. Because at present, all of them dip into their meager salaries to buy the supplies they need for teaching.”

Rep. Precious Hipolito-Castelo proposed to raise the basic salary of all public school teachers to P30,000

Rep. Precious Hipolito-Castelo (2nd District, Quezon City) made the proposal through House Bill 1020. Hipolito-Castelo underscored that the country’s public school teachers are underpaid and undervalued, despite the Constitution stipulating that there must be the “highest budgetary priority to education and the guarantee that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.”

In her explanatory note, the lawmaker stated that the current salary grade of these teachers is way below their worth and their contribution to national development.

“Teachers Protection Act” House Bill No. 9065 approved by the House of Representatives

The House of Representatives unanimously approved a measure institutionalizing support and protection mechanisms for public school teachers and personnel in matters of student discipline for classroom management.

The bill aims to institutionalize measures to implement in all public schools clearly defined regulations on appropriate student behavior towards other students, teachers, and school staff, during classes, and within and outside school premises.

The Teacher Protection or referred to as Guidelines shall detail 1) the rights and responsibilities of teachers with respect to student discipline and classroom management, to the end of fostering a positive school climate and safe environment conducive to instruction and learning; 2) permissible, appropriate, and effective responses and interventions that will address violations of school rules and regulations to be administered by teachers, the school head, and other school staff; and 3) a clear description of the disciplinary procedure and clear designation of the competent authorities to investigate, propose, and apply the responses and interventions.

Rep. Precious Hipolito-Castelo proposed House Bill 1015 or the “Public School Teachers Special Loan Window Act”

Rep. Precious Hipolito-Castelo (2nd District, Quezon City) filed House Bill 1015 or the proposed “Public School Teachers Special Loan Window Act” which aims to entitle every bona fide public school teacher with the right to avail and apply for loan or financial assistance, with low interest rate, under the Special Loan Window of government-owned banks

The bill provides that such loan shall be different and separate from any existing emergency loans for public school teachers, which usually impose high interest rates.

“To achieve this end, teachers should be allowed or better still, empowered to lead simple but decent lives, free from the dangers or risks of having to borrow money or financial resources from loan sharks,” said Hipolito-Castelo.

Speed of Hiring New Teachers, Cops, Health Personnel to be Reviewed – Sen. Recto

The Senate review on the 2020 national budget proposal of the Duterte administration will include “a scrutiny on how fast agencies are hiring teachers, policemen and health personnel,” Senate President Pro Tempore Ralph Recto said.

While lawmakers traditionally focus “on problems in project implementation, of equal importance are the delays in personnel hiring,” he said.

Over at the Department of Education (DepEd), some P32 billion has been included in its 2019 budget to, among others, “fill up vacancies and create new teaching positions.”

In the case of DepEd, it is still grappling with the surge of new hires required by the additional school years mandated by the K to 12 program.

From April 2016 to August 2018, it received funding for 188,078 teacher items, but only 114,019 had been filled as of September last year, Recto said.

“So mayroong natira na mga 74,000 pa. I hope that their catch up resulted in the hiring of 75,000 more teachers since then. Or at least malaki nabawas sa backlog, because this year, dinagdagan pa ‘yan ng 10,000 new positions,” he added.
