Good day fellow Teachers. We’ve been together for three years now. We Teachers deserve a salary that equates to our contributions to the society. Public school teachers remain among the most underpaid workers, given their workload and role in the society.
According to Senator Sonny Angara:
“If we value education and we intend to create a more educated generation of Filipinos, then we need to pay teachers a professional, livable and respectable salary.”
According to him, attracting and retaining excellent educators is one of the most important drivers of a well-functioning public education system–a system that must prepare diverse students with complex needs to participate in today’s knowledge-driven economy.
“Teachers are the foundation for our future,” Angara pointed out. “They guarantee a society of continued innovation by educating the children who will lead the nation.”
“Often, teachers have to buy their own school supplies and learning materials,” he stressed.
At present, entry-level public school teachers (Teacher 1), which is equivalent to Salary Grade 11 under Tranche 4 of the Salary Standardization Law (SSL), earn a monthly salary of P20,754. They are, however, exempt from paying personal income tax, in accordance with the provision of a legislation that Angara pushed to increase the take-home pay of workers earning less than P250,000 per year.
Salary Grade 11, according to Angara, is not attractive enough to entice qualified and competent educators to teach in public schools.
As early as 2016, Angara has been pushing for the passage of his Senate Bill 135 that seeks to upgrade the minimum pay of teachers to Salary Grade 19, which under the SSL is equivalent to P45,269.
“Despite the fact that they are heralded as molders of our children’s future and second parents to our kids, public school teachers receive a basic salary that does not equate to their contribution,” Angara said.
He added: “Our teachers are considered to be the heart of the educational system. Hence, the government needs to give priority to their welfare and interests.”
“Higher pay would greatly help in motivating our teachers to strive for excellence their field and thus, improve the quality of education in the public school system.”

AN ACT UPGRADING THE MINIMUM SALARY GRADE LEVEL OF TEACHERS FROM SALARY GRADE 11 TO 19
EXPLANATORY NOTEPublic school teachers are among the most underpaid workers, given their workload and role in the society. Despite the fact that they are heralded as molders of our children’s future and second parents to our children, public school teachers receive a basic salary that does not equate to their contribution. Our teachers are considered to be the heart of the educational system. Hence, the government needs to give priority to their welfare and interests.
The low salaries received by our more than 800,000 public school teachers have been a major disincentive for them to improve their skills in teaching and pursue further education and training. More so, our public schools have failed to attract the best and the brightest graduates from the top colleges and universities because of low salary levels, preventing our public education system from benefiting from the knowledge and expertise of outstanding teachers. Especially with the implementation of the K-12 law, having inspired and capable teachers is probably one of the best investments our government could make.
In this regard, this bill seeks to raise the minimum salary grade level of teachers from the current Salary Grade 11 to 19. With this increase in salaries, more qualified and competent educators will be attracted to teach in public schools. Definitely, this will greatly help in motivating our teachers to strive for excellence in their field and thus, improve the quality of education in the public school system.
For the abovementioned reasons, approval of this bill is earnestly urged.
