Enhancing Student Learning Quality

To ensure that educational reforms have a positive impact, the Department relies on clear baseline data and parameters as benchmarks for educational goals. National and international large-scale assessments play a crucial role in evaluating the state of basic education, although they do not encompass the entire system. These assessments, mandated by DepEd Order No. 55, s. 2016 and amended by DepEd Order No. 27, s. 2017, provide essential data for formulating educational policies and programs at various levels of governance.

At key stages of education, students undergo systematic assessments. For instance, Grade 3 students take the Early Language, Literacy, and Numeracy Assessment (ELLNA) to gauge their early literacy and numeracy skills. Meanwhile, the National Assessment Test (NAT) is administered at Grades 6, 10, and 12 to assess whether students meet learning standards and to gather empirical data for policy formulation.

The results of these assessments highlight areas needing improvement. For example, the ELLNA results from the 2016-2017 school year identified significant challenges in English, Filipino, Mother Tongue, and Math education. These findings underscore the need for targeted interventions to enhance curriculum delivery and student literacy, which strongly influences academic success.

Similarly, NAT results over the past years have indicated persistent challenges in English and Math proficiency among Grades 6 and 9 students. These findings underscore the ongoing need for comprehensive efforts to address systemic issues affecting student competency mastery.

The introduction of the Basic Education Exit Assessment (BEEA) in SY 2018-2019 further emphasizes the importance of evaluating student proficiency in critical 21st century skills such as Problem Solving, Information Literacy, and Critical Thinking. The results indicated a need to strengthen the integration of these skills into both curriculum and teaching methodologies, prompting enhancements in the 2022 curriculum.

These local assessments align with international findings, such as those from the Programme for International Student Assessment (PISA) and Trends in International Mathematics and Science Study (TIMMS), which also highlighted areas for improvement in Filipino students’ educational outcomes. These global assessments underscore the importance of aligning curriculum standards with international benchmarks and ensuring that learning competencies are effectively integrated into classroom instruction.

In response to these assessment findings, the Department emphasizes the role of assessment as crucial feedback for refining both implemented and intended curricula. This approach ensures that educational reforms are responsive to the evolving needs of students and the demands of a globally competitive education landscape.
