DepEd Establishes Task Force to Enhance Performance Management and Reduce Teacher Workload

July 26, 2024. The Department of Education (DepEd) has announced the formation of a new Task Force aimed at refining its Results-Based Performance Management System (RPMS) and addressing teachers’ workload. The move comes as part of DepEd’s ongoing commitment to improving its services for Filipino learners and the educational community.

DepEd Memorandum No. 37 s.2024 outlines the creation of the Task Force, which will focus on three main objectives:

  1. Reviewing the RPMS Implementation: The Task Force will evaluate the current implementation of the RPMS, initially introduced in DepEd Order No. 2, s. 2015, which provides guidelines for the system.
  2. Assessing Teachers’ Workload: It will review teachers’ workload and reportorial requirements to identify areas for improvement.
  3. Streamlining Report Preparation: The Task Force will recommend a more efficient system for report preparation, aligning with DepEd Orders No. 2 and No. 5, s. 2024, which address the removal of administrative tasks and the rationalization of teachers’ workloads.

The Task Force is composed of two key groups:

  • Advisory Board: This board will oversee and approve the Task Force’s recommendations. It includes:
    • Undersecretary for Human Resource and Organizational Development
    • Undersecretary for Administration
    • Undersecretary for Operations
    • Undersecretary for Curriculum and Teaching
    • Undersecretary for Legal and Legislative Affairs
  • Technical Working Group (TWG): The TWG will carry out the core tasks, including:
    • Reviewing and assessing the RPMS and reportorial requirements across all DepEd levels.
    • Conducting brainstorming sessions, meetings, and interviews to gather insights and recommendations.
    • Identifying policy gaps and potential solutions.
    • Analyzing performance data and reports for system evaluation.
    • Reporting regularly to the Advisory Board for guidance.

The Bureau of Human Resource and Organizational Development-OED, HRDD, and SED will act as the TWG Secretariat. All related expenses will be covered by the General Management and Supervision funds, adhering to accounting and auditing regulations.

This memorandum takes effect immediately, with the Department calling for its swift dissemination. The Task Force is expected to submit a comprehensive policy recommendation to the Office of the Secretary within three months of this memorandum’s issuance.
