What is Results-Based Performance Management System (RPMS)?

The Department of Education (DepEd) confirmed that the integration of the Results-Based Performance Management System (RPMS) with the Philippine Professional Standards for Teachers (PPST) originated from Focus Group Workshops held in March and April 2015 across 17 Philippine regions. During these workshops, participants highlighted the need for teachers to prioritize teaching and suggested a swift alignment between RPMS and PPST.

To address these field-based recommendations, the Philippine National Research Center for Teacher Quality (RCTQ) collaborated with the Bureau of Human Resource and Organizational Development (BHROD), National Educators Academy of the Philippines (NEAP), Teacher’s Education Council (TEC), and the Basic Education Sector Transformation (BEST) program on a two-phase project focused on developing and validating the RPMS Tools. This initiative resulted in the creation of the RPMS Manual for Teachers and School Heads, which aligns with PPST. The manual includes essential tools like Classroom Observation Tools (COT), Self-Assessment Tools (SAT), and performance appraisal forms such as the Individual Performance Commitment and Review Form (IPCRF), Midyear Review Form, and Performance Monitoring and Coaching Form.

The manual offers school heads and raters a comprehensive guide for understanding RPMS tools and navigating various assessment phases within RPMS cycles, supporting teacher performance effectively. It also aids teachers in preparing, organizing, and completing their RPMS documents and introduces annotation practices for deeper self-reflection and continuous improvement.

More than 400 teachers, master teachers, principals, supervisors, and regional directors across all regions contributed to the three-year development and validation of the RPMS Tools and Manual. Additionally, over 10,000 educators, including teachers, principals, supervisors, and agency representatives, were involved in the PPST’s development and validation process.

The RPMS tools include assessment instruments specific to Teacher I-III (Proficient Teachers) and Master Teacher I-IV (Highly Proficient Teachers), detailing responsibilities, Key Result Areas (KRAs), and objectives for performance improvement. They also provide Means of Verification (MOV) to document objective attainment with performance indicators from outstanding to poor.

These RPMS tools prioritize quality over quantity, facilitating teacher effectiveness and professional growth. With these standardized tools, teachers no longer need to create their own IPCRF, allowing them to focus more on teaching and less on administrative tasks.
