“They received decent pay that they could afford to send their children to exclusive schools and could even build bigger houses,” Herrera-Dy said.But now, the teaching profession is “associated with vending tocinos, longganisas and other commodities to augment their incomes”, according to Herrera-Dy.
She said it is the duty of the government to amend this through the grant of decent and adequate compensation to public school teachers and non-teaching personnel alike.
Bill Seeks Increase of Salary Grades of Public School Teachers
A long-requested increase in wages for public school teachers and non-teaching personnel may soon be considered in view of a proposal by Rep. Bernadette Herrera-Dy (Party-list, BH) to raise their salary grades.
HB 2028 seeks to raise the present salary grade of public school teachers in public elementary and secondary schools from Salary Grade 11 to Salary Grade 18. Meanwhile, non-teaching personnel shall enjoy a jump from Salary Grade 1 to Salary Grade 9.
The measure declares it is the policy of the State to promote the welfare and economic well-being of public school teachers and non-teaching personnel in order to ensure that public schools will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.

“By upgrading their present salary grades, wages of public school teachers and personnel will become commensurate to their valuable contributions in nation-building. Higher salaries also ensure teachers and personnel a humane standard of living as they are more financially capable to cope with the skyrocketing costs of commodities,” Herrera-Dy said.
The implementation of the measure shall be made in tranche within a three-year period from approval thereof. The funds necessary for the Act’s implementation shall be charged against the appropriations of the Department of Education (DepEd) of the year following its enactment into law and thereafter.
The DepEd shall further be responsible for the issuance of the necessary rules and regulations to implement the Act.
