The Department of Education (DepEd) issued DepEd Order No. 16, s. 2020 – “Guidelines on Eligibility and Application for the Senior High School Voucher Program (SHS VP) for School Year (SY) 2020–2021”.
The said DepEd Order provides details on the requirements, procedure, and schedule for voucher application, from qualification to redemption, as well as other information relative to Senior High School Voucher Program (SHS VP) application. These guidelines have national applicability, effective for vouchers that will be redeemed in SY 2020-2021.

On its Official Statement released last June 26, 2020, The Department of Education (DepEd) clarified the account of Secretary Leonor Briones published by GMA News Online last June 23, regarding the Senior High School Voucher Program (SHS-VP). It says:
The SHS-VP is an annual program of the Department which provides financial assistance to qualified Grade 10 completers who want to pursue their desired SHS education in private schools, state universities and colleges, and local universities and colleges.
Recently, there has been some confusion over whether or not the SHS-VP will continue for the incoming school year, as Secretary Briones mentioned the Php 8-Billion fund reduction (1.7B coming from the SHS Voucher Program) of the Department for the Bayanihan to Heal as One Act fund.
DepEd would like to reassure the public of its commitment to continue with the program. While this is a big challenge, we continue to pursue other funding to provide this aid as it is our learners’ right. We are finalizing the implementation of this program, but still require further information on the demand based on this year’s enrollment. DepEd is expecting the results of the Learner Enrollment and Survey Forms (LESF) to provide the necessary information. The Department shall open the application for the SHS-VP for SY 2020-2021 once we have the necessary information and funding in place.
DepEd expresses its gratitude to all our stakeholders for their cooperation, patience, and support. The Department is taking the necessary steps to ensure that the implementation of the Senior High School Voucher Program will continue, despite the national health emergency that the country is facing.
IMPORTANT NOTES on the Application for the Senior High School Voucher Program:
— Application will be done online ONLY; free of charge.
— No manual applications will be accepted.
— All applications shall be coursed through PEAC NS via the Online Voucher Application Portal (OVAP) at http://ovap.peac.org.ph.
— Voucher Applicants must use a working email address they have access to.
— To stary your application, access OVAP at http://ovap.peac.org.ph. Follow the instructions to create an OVAP account.
IMPORTANT DATES for the Application for the Senior High School Voucher Program:
— June 29, 2020 – Start of voucher application period
— July 22, 2020 – Deadline for creation of accounts on OVAP
— July 24, 2020 – Deadline for submission of applications on OVAP
— August 14, 2020 – Posting of application results on OVAP and Start of voucher redemption
— October 30, 2020 – Deadline for uploading of required supporting documents and voucher redemption
Results will be posted on OVAP and may be accessed by learners, parents, and schools. Voucher Applicants will not be notified of the results; it is the responsibility of
the VA to check the results of the application on OVAP.
