—– THE IMPACT LEARNING SYSTEM

IMPACT stands for Instructional Management by Parents, Community and Teachers. It is an
alternative way of delivering basic education, specifically for grades 1 to 6, in the formal
system. The system is characterized and based on the following principles:

  • Children of elementary-going age are the subjects of education.
    • This means that all children of school-going age should be in school. Given this, the
system‘s instructional delivery system was configured to enable all school-going children
to be learning even if circumstances and situations would not allow them to be in school
      always.
  • Learning materials are based on the current K to 12 Curriculum of the Philippine
    Department of Education (DepEd).

    • When the system was first developed in 1974, it had a set of learning materials in the form of
learning modules aligned with DepEd‘s curriculum. When DepEd implemented the NESC
(New Elementary School Curriculum) under PRODED (Program for Decentralized Educational
Development), the IMPACT learning materials were also revised to match the competencies
prescribed in the NESC. After almost fifteen (15) years with the introduction of the Basic
Education Curriculum (BEC) in 2001, the learning materials of the IMPACT system were again
subjected to evaluation and revision to match the competencies required in BEC. Audio and
video clips were also added as technological enhancements. With the recent DepEd K to 12
educational reform, the learning materials of the IMPACT system are being refined to align
with the new K to 12 Curriculum.
  • The essence of education is the learning process.
    • The school system has always been concerned with developing in the child the ability and
skills to learn by himself/herself. The learning processes in the IMPACT system, through the
intermediary of the learning materials and its instructional delivery mechanism such as peergroup
learning and programmed teaching and access to technology, encourage and develop
in the children the skill to learn by themselves, eventually making them become self- and lifelong
      learners.
  • Learning can take place anywhere. In line with the concept of lifelong education,
IMPACT conceives of learning as taking place anywhere—not only in classrooms.
  • There is multiple entry and exit in the IMPACT system.
  • Progress of learners is based on mastery and individual speed
  • Education is a socializing process and leadership training.
  • Delivery of instruction is not only the responsibility of the teachers, but of the
    parents and community as well.
  • The teacher is the manager of the learning process.
