We aim to complete all the GRADE 1 Learners Materials (LM) to make it available to our fellow teachers and help them complete their resources to make their efforts more directed into the actual teaching process.

—— WHY WAS IMPACT DEVELOPED AS AN ADM?
In the early 70s, many SEAMEO-member countries experienced similar educational problems such as unequal opportunities available for primary school age children to enjoy quality education, high incidence of school dropouts, low cohort survival rate, and deteriorating learning achievements. These problems could not be fully attended to by governments as the countries themselves faced socio-economic problems such as high birth rate and increasing demand for government resources in addressing other socio-economic problems. There wasalso the growing doubt on to the ability and capacity of the conventional educational system to address the increasing demand for access to quality basic education. People were also made to think that the school was the only institution where children could obtain education, and in most cases, parents had the tendency to leave the responsibility to formal schools in educating their children. Given the enormity of these problems, it was recognized that mere expansion of the traditional or conventional system of providing education is not a sustainable solution. For some countries, it would require proportionate expansion in the educational budget which would place an unbearable strain on an already tight economy of countries. Thus, the IMPACT System as an alternative delivery mode (ADM) was developed.
Although the IMPACT system as an ADM was developed from the issues identified in the past decades, these educational problems of access and quality education remain to be achieved under Education for All (EFA 2015) and the MDGs (Millennium Development Goals) in the Philippines and other countries in Southeast Asia. Thus, the IMPACT system is still considered relevant and potent as an ADM at this present time.
